The temporal inverse transform of the complete (eq:partial-fractions) is $\Theta (t)\sin (\rho t)/\rho$. A restriction of (eq:pole) to a pole chart is an identity on that chart; after a frequency cutoff, its inverse transform is the corresponding microlocalized kernel, not the whole uncut kernel.
