The input is positive affine frequency on the horizon and positive Killing frequency on ${\mathcal{I}}^{-}$. No Bose occupation function is included in this input. Its appearance is a conclusion of the Fourier calculation in Section sec:thermal. Choosing a state is necessary physical data, not a claim that thermality follows from the classical metric alone.
