Let $u, v$ be normalized tests with disjoint supports and occupations $ν_{u} \neq = ν_{v}$ . Then

h_{1} = (u + v) / 2, h_{2} = (u - v) / 2

are orthonormal, but $A_{12} = (ν_{u} - ν_{v}) /2 \neq = 0$ . Disjoint supports of $h_{1}, h_{2}$ themselves would instead force $A_{12} = 0$ .
