A declared rotation family

If settings are randomly chosen independently with probabilities ${\pi }_s$, the full setting-labelled state has error at most ${\sum }_s{\pi }_s{e}_s$. The record does not conceal which setting was used.

In non-number settings, the raw-word decoder remains a declared classical label. It is not interpreted as measuring the original packet number after a basis rotation.
