These are genuine, but different, comparisons. The channel estimate uses the fixed initial field state and exact controlled-Weyl structure. It is not a theorem for arbitrary unbounded interaction perturbations.

A scattering approximation used in the witness must separately certify its coefficient error in the common weighted norm. A fitted transmission probability alone does not control the complex scattering overlap $c_h$.
