The local probability theorem

For every fixed source, packet, and positive local tolerance, finite parameters exist: first choose $L$ to make ${\delta }_L$ small, then choose $ϵ$ to meet the transfer, noise, and denominator inequalities. All constants are finite at that fixed $L$.

This is a mathematical local measurement scheme with a declared final probe effect and preparation. It does not construct laboratory squeezing equipment or a final probe-POVM device.
