To exclude quarter-error performance of the specified ideal-phase decoder, it suffices to establish

m_{+} + e_{q} < 3 /2.

For a defect certificate it suffices that

m_{+} + ϵ e^{1 + π /2} < 3 /2.

Proof. The condition gives $η_{+} < 3/4$ , then Theorem thm:specified gives error greater than one quarter.
