Definition: Legal primitive moves

The only geometric updates are finite compositions of:

1. retire one capacity unit at an owned region, with $\mathrm{cap}(v)>o(v)$;

2. delete one owned identified active edge;

3. delete one owned identified latent link;

4. activate one owned latent link as in Definition def:authority.

No move creates a new identifier, changes endpoints, reverses an existing edge, or creates an edge without consuming its latent link.
