Remark: Package evidence boundary

En02-A@1#rem:package
A passing script, regression, or manifest is package evidence, not a proof of a universally quantified theorem. This is the same evidential separation emphasized in the package remarks of Em02-B and XVI-O Em02B,XVIO. Those remarks supply a scope convention, not a mathematical premise for the present results.
Theorem thm:E quantifies over every cut and legal run. The appendix can enumerate all cuts only for its finite examples. Theorem thm:I quantifies over every admissible input and the full open cocycle domain. The numerical diagnostic samples finitely many points. Theorem thm:J is conditional compactness, not a solved optimization hierarchy. No formal proof-checker certificate, compilation certificate, field preparation, or physical admission is claimed.
