Here $G$ is the worst-history number of elementary unitary gates. The depth $D$ counts rounds of gates and destructive readouts; operations on disjoint qubits may share a round. Waiting for a streaming delivery is not a gate round. $C_{\mathrm{cl}}$ counts retained outcome bits, not the fixed programme description. Communication is zero in the local model and specified separately in the distributed model.
