Proposition: B2: cost and feasibility monotonicities

With the task and access convention fixed:

1. increasing $\epsilon$ cannot increase $Q_{\mathfrak{L}}^{\ast }$;

2. enlarging $\mathfrak{L}$ cannot increase $Q_{\mathfrak{L}}^{\ast }$;

3. increasing a laboratory capacity cannot destroy feasibility.

Proof. Each change enlarges the relevant feasible set or leaves an already legal programme legal. Taking infima gives the first two statements.
