Decoder A: readout and preparation

Measure every observed occupied rail in $Z$, consume it, and retain the latest readout bit. After all horizon packets, prepare that bit as a computational basis state. If no occupied rail was observed, prepare $I/2$. The laboratory peak is at most $q_A$. This is a fixed achieved baseline, not the optimum of ${\mathfrak{P}}_{q_A}$.
