retained-state accounting. A model asserting at most classical retained values must count the entire input-dependent state available to its controller or decoder. Every additional readable record, current-input register, timing signal, environment flag, geometry label, or history must either pass through that state or be an explicitly declared additional input. Independent shared randomness may be conditioned upon, but may not depend on fresh inputs. This is the complete-storage boundary described in the supplied Psy04-A record CheungPsy04A.
A budget of classical values is not the same as wires: binary wires can encode values. Neither convention is implicitly imposed on the event implementation. For spectator blindness, every controller-readable variable is inside the observation boundary regardless of whether it is charged to a separate budget.
A Markovian update on an enlarged classical–quantum state can have carrier-only history dependence after a carrier replacement. A complete carrier reset need not erase a persistent classical label.
