Every substrate satisfies $c_{\mathrm{lat}}\le r$.

Proof. If $d(x,A)>r\tau$, the initial cone ball excludes $x$, as does every inner block. An $x$-perturbation pair therefore satisfies the metric hypotheses of Theorem thm:cone, so its readout laws agree.
