Commutation of two CP superoperators does not imply commutation of elements of an observable algebra, and a channel adjoint need not be multiplicative. C6 is an additional observable-level construction hypothesis. A common local unitary dilation can motivate such an interface, but that dilation and its spacetime localization must be provided. They are not constructed by the operational cone theorem.
