This is the local-velocity and physical-containment language of Cheung VII-J CheungVIIJ. A transmissive exceptional block supplies an actual edge outside the declared physical cone when its displacement exceeds the admitted one-tick velocity set. An inert exceptional block instead admits the singleton refinement of Proposition prop:inert. It is not correct to assign an inert operation a physical transport velocity merely from the diameter of its conservative two-site envelope.
