Substrates and admissibility

Relocation changes the spatial address of a wire and is part of the local channel interface. It need not be a reduction step of the calculus. The propagation clock counts block updates, not the number of gates evaluated inside a block. There is no additional gate-depth or per-site capacity bound unless explicitly imposed.
For an observable with finite output support, only finitely many block adjoints are relevant. Their product defines its pullback, including on a countable substrate.
