At phase zero, the blocks are the junction cliques $C_{k}$ ; every interior lane site is a singleton.

At phase $j = 1, \dots, N_{n}$ , every hub is a singleton. On each lane $(k, p)$ , form the pair blocks

{L_{k, p, i}, L_{k, p, i + 1}}, 0 \leq i < N_{n}, i \equiv j - 1 (mod 2) .

All unmatched lane sites are singletons.
