Assumption: Complete local control

Every controller, classical record, seed, resource, and quantum observable used by a device belongs to its declared localization interface. The device action is fixed before the unknown input state is supplied.

If an auxiliary neutral apparatus is used, its local algebra, preparation, record outputs, and downstream control paths are included in the experiment. No unknown-state description or undeclared remote scheduler input is admitted.
