Gauss constraints can prevent an independently adjustable single-site perturbation from existing. A declared metric envelope is therefore not an attainment theorem. Nor is algebraic localization necessarily unique: two distinct regions can share the same central observable. The admissible intervention, not a label alone, determines whether a local variation is possible.
