Long-range primitives: exactly which guarantee fails

Fix $P,Q$ with $d(P,Q)=\ell >r$. Remove $P,Q$ from their ordinary blocks, discard empty remainders, and insert the exceptional block $\{P,Q\}$. Channels on the shortened blocks must be specified anew; a channel on the original larger block does not automatically restrict to them.
