During a hub frame, execute:

  1. one incoming port-to-hub swap per incoming wire;

  2. the original payload maps in their fixed topological order, one per singleton tick, with local allocations and consumptions;

  3. one hub-to-outgoing-port swap per outgoing wire;

  4. identity waits to fill the frame to ticks.

All maps act as the identity on undeclared factors. Acquisitions occur at the actual output tick of their corresponding local payload map.
