The hypothesis is uniform referenced channel closeness on the entire code. A thermal-looking spectrum, matching number statistics, or agreement on one input state does not establish it. Featureless radiation in this precise sense is incompatible with sufficiently accurate quantum recovery; that incompatibility is not a heat bound.
