The complete restore map is a decoder

The map $\mathcal{L}:RB\to C$ is a CPTP decoder with complete access. It is incorrect to call it “not a decoder” without qualification. What does not follow is a decoder on $R$ alone. Its off-code completion is not a globally reversible unitary on every input state.
