For an application to the declared finite code, a quantum-return certificate must contain:

  1. a complete preparation and evolution preserving the code and its external references;

  2. justified outgoing quantum access and a deterministic decoder, with zero error or an explicit referenced allowance;

  3. an explicit classical-record ledger, not substitution of that record for the quantum return;

  4. an operational discard channel and, for any additional thermodynamic-cost claim, the implementation package of Definition def:thermal-package;

  5. an access-preserving endpoint comparison whenever an endpoint claim is made;

  6. no unsupported transfer into separately unresolved physical-model or analytic-admission obligations.
