Fixed resource caps

A fixed tick cap $n\le n_{\max }$ gives

A fixed initialized-site cap $q\le q_{\max }$, even with unrestricted tick count, gives

for every destination influenced by the source. The second statement follows from Proposition prop:memory-lower. Thus the declared construction cannot be reinterpreted as a fixed-resource approximation of nonzero null distances.
