A flagged occupation regulator
Finite outgoing packets and ordinary detection › A flagged occupation regulator · lines 1132–1143
For the Gaussian state of Proposition prop:gaussian, the total-number cutoff commutes with the state. For message-dependent joint states it need not commute, and the square-root allowance must not be replaced by the Gaussian tail identity without proof.
An occupation-tail certificate does not certify discarded frequency or angular sectors. Those require separate output-state or channel bounds.
