Requirement: Physical horizon certificate

A claimed smooth-horizon successor must supply:

1. a metric/state solution, or a stated controlled approximation, with a named crossing region and validity interval;

2. physically represented infalling observables and complete measurement couplings;

3. the appropriate short-distance state condition across that region;

4. stress-energy renormalization and backreaction estimates;

5. a theorem relating these physical data to the finite comparison instruments and their error topology;

6. a post-distillation calculation for every intervention class included in the claim.

Passing a finite pair test alone does not discharge this requirement.
