Fixed finite proxies recur

This strengthens the fixed-proxy recurrence statement in CheungHawk02E (prop:recurrence) and is consistent with CheungHawk04A. A finite-time approximation must precede a controlled outgoing limit; taking $t\to \infty$ at a fixed closed proxy is not a permanent-release theorem.
