The dimension factor multiplies the normalized Choi estimate, not the already diamond-normalized allowance $b$. A related dimension-explicit certificate is documented in Hawk04-A CheungHawk04A (Theorem thm:certificate). Neither a formula for such a certificate nor a finite approximation proves that its numerical value is small.
