A model-specific finite-band regulator

The theorem refines occupation and frequency proxies on a bounded time interval. It does not remove $\mu ,\Lambda$, and its constants are not uniform under their removal. It proves no collapse geometry, no local field-to-memory receiver, and no asymptotic completeness theorem. A different Hamiltonian requires a different analytical comparison.
