This is a local counterexample to the proposed inference, not a reproduction of every additional clause of En08-A's stronger countermodel CheungEn08A.
There is a relevant positive classification: a proper, full-dimensional, homogeneous, strictly convex cone in dimension at least three is linearly isomorphic to a Lorentz cone ItoLourenco. Here “proper” means closed, convex, pointed, and with nonempty interior; strict convexity is understood in the cone sense. This theorem classifies a cone satisfying its additional hypotheses; it does not construct those hypotheses from a scheduler.
XXII-F records the additional extraction, invariance, approximation, resource, and layer-separation obligations for an operational instantiation CheungXXIIF. We do not claim to discharge that existence target. Declaring (eq:metric) is not a metric-independent operational extraction rule.
