The stability budget in Theorem thm:stability counts the total global live qubits of its configurations. A scheduled decoder's laboratory peak may use a different declared accounting convention, including separate external inputs and references. These quantities are not interchangeable.

Under already specified Born semantics, a finite resource-certified decoder is a program, not a new primitive. Its complete branch sum certifies a channel on arbitrary reference-entangled inputs; its live-name ledger certifies the declared peak. This is the soundness interface in En02-B CheungEn02B (theorem :B1).

The same channel can have different resource costs under different legal schedules. In En02-B's declared perfect-code tree and serial module model, a retained-coherent convention requires peak , whereas its adaptive module construction has peak CheungEn02B (corollary :separation). These are model-specific bounds, not lower bounds for every Enter implementation or an alteration of the measurement strategy.
