Primitive uniqueness concerns the state-sufficient pair . A represented instrument, decoder, or cutoff comparison is evaluated after that strategy is fixed; it is not a replacement strategy.

A rule consulting an unrepresented apparatus identifier, cutoff parameter, or execution history is outside the structural class. If such a parameter is represented by ordinary live resources, the theorem applies to the resulting full configuration, not to an undeclared parameter-dependent primitive.
