En03-A's schedule-locality interface bounds influence for prescribed dynamics and schedules, but does not supply the observer-judgment syntax or underivability theorem required by P3 CheungEn03A (theorem :locality). Its residual-instrument distinction concerns implementation compatibility after a primitive is fixed, not P1 or P2. Similarly, the static family in Appendix app:static fails operational nullity and is not a record-free counterstrategy.

The stability result assumes exact composability and approximate anchoring; approximate anchoring is not derived from noisy versions of the first four requirements. The finite instrument representation is mathematical implementation inside the fixed semantics, not a physical apparatus existence theorem.

. The calculus separates linear ownership from the global quantum state. Its specified Born semantics is finite, safe, and observationally confluent. When only measurement varies, the stated operational theory is inhabited and uniquely identifies Born probabilities and destructive projective residuals within its declared class. Represented measurements and later implementation interfaces remain logically downstream of that result.
