A strictly positive compact pair

This reproduces the existence mechanism of III's compact-pair result with a convenient normalization CheungIIICompact. It is genuinely coupled: ${\partial }_{\mu }{J}^{\mu 0}=a_0^{\prime }b$ is not identically zero. The test solution uses nonzero homogeneous scalar data.
