Remark: Strong convergence is not a uniform channel estimate

For the simple family $A_{\epsilon }=\epsilon Q$, the unitaries converge strongly to $I$, but $\Vert e^{i\tau \epsilon Q}-I\Vert =2$ whenever $\tau \epsilon \ne 0$. Wave packets concentrated where the phase is near $\pi$ also distinguish the corresponding $\theta =0$ Ramsey records from those of $I$ almost perfectly. This prevents promotion of a strong-limit proof to a uniform instrument-norm claim.
