For equal counts $m$ and the Hoeffding-only upper certificate with zero allowances, the best possible value $F = 1$ gives

Acceptance at $ε < 1$ therefore requires $R_{s} \leq ε^{2} /4$ . This is a restriction of this stated certificate, not a universal sample lower bound for all quantum-memory protocols.
