If $N$ is entanglement breaking, every deterministic decoder has error at least $1 - d^{- 1}$ , hence at least $1/2$ for a qubit.

Proof. The decoded Bell output is separable. Every product state has Bell overlap at most $1/ d$ ; convexity extends this to separable mixtures. The Bell-projector test proves the bound.
