This separates complete readout from quantum recovery, as in Landmark I, En07-A, and Hawk04-B CheungI,CheungEn07A,CheungHawk04B. It is also the standard entanglement-breaking mechanism HSR. It does not prohibit reliable transmission of a classical message: a classical communication decoder is supposed to return a classical estimate.
