Three finite decisions

For a threshold $\epsilon$, the interval $[L_{\lambda },U_{\lambda }]$ yields:

1. certified: $U_{\lambda }\le \epsilon$;

2. excluded for this implemented channel: $L_{\lambda }>\epsilon$;

3. inconclusive: neither inequality separates the threshold.

An inconclusive certificate is not a no-go theorem. An exclusion for one decoder is not optimal-decoder exclusion. Neither decision is sector identification.
