For qubit systems, product Pauli observables give a local-measurement implementation. If $P$ ranges over nonidentity Paulis on the $D$ - dimensional output-reference space, measure its $\pm 1$ outcomes, set

J = \frac{1}{D} I + P \neq = I \sum θ_{P} P,

and replace $r$ by

r = P \neq = I \sum (t_{P} + γ_{P})^{2}^{1/2} .

Pauli orthogonality proves this sharper normalization directly. This remains full tomography; no scalability advantage is claimed.
