The exact phase-family pilot, its one-qubit tripartite process insertion, and Corollary cor:inhabited-test instantiate a nonempty restricted certification package.
After adding a supplied path or teleportation library, it also has a finite resource-accounted transport realization. This does not instantiate universal synthesis, arbitrary-precision transport, or the nonempty Lorentz-extraction package required by XXII-F.
Proof. Apply Theorem thm:phasepilot, Proposition prop:comb, Corollary cor:inhabited-test, and the corresponding finite transport construction. The limitations follow from the actual target class and the distinct carrier and representation hypotheses.
