The object of this paper is a conditional certification interface, not a proof of the universal oracle-synthesis assertion. There are three separate layers:

  1. Circuit and resource layer. A finite circuit skeleton, a supplied coherent Boolean oracle, initialization, returned factors, discarded factors, and an exact or bounded-error channel specification are declared.

  2. Operational certification layer. A mathematical channel certificate or an informationally complete finite experiment bounds the implemented channel, including entangled reference inputs.

  3. Transport interpretation layer. An independently supplied timed network realizes the circuit's interfaces with endpoint, arrival, locality, calibration, and resource certificates.

Passing one layer does not automatically pass the next.

Our main theorem is Theorem thm:assembly. Its hypotheses concern an actual finite instance and its actual certificates. It makes no use of an unverified universal synthesis theorem.
