Unconditional signalling

For distinct laboratories $a,b$, define $\Delta (a,b)$ as the supremum of total variation between $b$'s outcome laws when two sender channels at $a$ are compared, the remaining laboratory uses the same trace-preserving channel, and all nonreceiver outcomes are summed. No normalized postselection is used.
