The written mathematical package consists of:

  1. a complete finite-channel contract;

  2. exact and approximate full-code recovery statements;

  3. an observable-specific reconstruction criterion and obstruction;

  4. deterministic and finite-confidence certificates for a fixed decoder;

  5. a locally proved, separately typed modular bounded-witness module;

  6. a conditional endpoint assembly with four explicitly defined operational obligations;

  7. geometric-consistency and analytic-admission ledgers that do not convert missing constructions into no-go theorems.

The underlying channel tools and the bounded-witness statement are not claimed as new foundations. The contribution is their normalization-consistent assembly, the explicit separation of claim types, and the repairs needed to make the proposed plan mathematically valid.
