Required data. Finite residual number moments, displacement-compatible targets, vectors, and a fixed finite family.

Completed here. Theorems thm:concentration, thm:ordered, and thm:fluctuations give all constants, the joint commuting law, the noncommuting ordered bound, and the exact fluctuation representation.

Remaining target. A unique fluctuation limit requires additional residual-state information. A landmark-specific relational claim requires source alignment of its classical test map and plateau conditions.

Completion criterion. A stated input family with finite constants and verified uniformity. No inference of coherence preservation from these bounds.
