Completed here. Theorem thm:time-concentration proves the conditional time-uniform estimate. Propositions prop:attenuation and prop:attenuator-witness instantiate both budgets for attenuation. Theorem thm:witness gives operational error allowances.

Remaining target. Derive the actual neuronal moment and witness dynamics, including bath preparation, coupling, temperature, memory, and accessible observations. For unbounded generators, prove domain and moment preservation.

Completion criterion. Report both selected-observable concentration and survival or loss of the named quantum witness.
