The strongest conclusion established here is a controlled scalar-surrogate and operational framework. It provides:

  • explicit static and time-dependent concentration bounds;

  • exact residual fluctuation identities;

  • a separate operational coherence budget;

  • a same-quantity input, preparation, and readout ledger;

  • a normalization-independent response benchmark;

  • finite causal-support and complete-record tests;

  • one well-defined finite regularized reduction comparison;

  • a precise relative interpretive boundary.

The framework does not establish that microtubules realize its Fock carrier, that relevant quantum resources survive in neurons, that a gravity-related reduction law occurs there, or that a reduction event is conscious. Those claims need the separately listed bridge hypotheses and evidence.

No clinical recommendation follows. In particular, the mathematical model does not recommend microtubule-active drugs, anesthetic changes, or treatments for any psychiatric or neurological condition.

The landmark incorporation is therefore constructive but conditional. It sharpens the mathematical obligations of an Orch-OR model instead of presenting those obligations as already discharged.
