A budget vector

This vector is an accounting convention, not a universal invariant notion of intervention magnitude. A scalarization requires declared nonnegative weights, units, and resource interpretations.

We use matched weight-displacement comparison for equality or tolerance matching of $D_W$. We do not call that constraint mechanism-agnostic dose fairness.
